Program Administration Scale & Business Administration Scale | Montana Best Beginnings STARS to Quality

Best Beginnings is in the fourth year of a field test for a quality rating and improvement system for Montana. Best Beginnings recognizes five levels of increasing quality. One of the standards, Leadership & Program Management, is measured by the use of the Program Administration Scale (PAS) or Business Administration Scale for Family Child Care (BAS) at the 3-star through 5-star levels. At 3 Stars, the program receives a pre-assessment from a reliable STARS assessor and develops a quality improvement plan for any subscale below a score of 3.00. At 4 Stars, the average PAS/BAS score, assessed by a reliable STARS assessor, must be 4.00 or higher and a quality improvement plan is developed for any subscale below a score of 4.00. At 5 Stars, the average PAS/BAS score, assessed by a reliable STARS assessor, must be 5.00 or higher and a quality improvement plan is developed for any subscale below a score of 5.00.
