Launched in 2008, the Tennessee Early Childhood Program Administrator Credential (TECPAC) is the recognition awarded to administrators who have demonstrated specific competencies for effective leadership and management through formal academics, experience, and portfolio assessment. Each year the Tennessee State University’s Center of Excellence for Learning Sciences conducts an evaluation of the credential. The Program Administration Scale (PAS) is used as a pre- and post-assessment to measure changes in program quality for the administrators who are awarded the credential. The results of the 2009-10 evaluation show that 93% of the credential completers felt that the PAS was a beneficial tool for supporting program growth. Changes in mean item scores ranged from .02 (Benefits) to 3.00 points (Staff Orientation) with a mean item improvement of 1.81. The most significant changes were related to the topics included in the credentialing training.
