Program Administration Scale & Business Administration Scale | Massachusetts QRIS

Massachusetts’ QRIS defines four levels of increasing quality and is designed for center-, school-, and home-based early childhood programs. One of the quality standards is Leadership, Management, and Administration. The specific indicators in this standard are aligned with the Program Administration Scale (PAS) for center- and school-based programs and with the Business Administration Scale for Family Child Care (BAS) for home-based programs. The PAS or BAS are used as a required observation measure in the Family and Community Engagement standard as well as the Leadership, Management, and Administration standard. The PAS or BAS are used as an alternative observation measure in the Workforce: Program Staff Qualifications and Professional Development standard.
