Oklahoma’s Quality Rating and Improvement System, Reaching for the Stars, includes a framework with criteria to enhance child care facilities in the State of Oklahoma. These criteria are designed to improve and promote quality environments for children in care outside their own homes. Reaching for the Stars has three star levels: One Star, One Star Plus, and Two Star. At the Two Star level, child care sites have an external verification visit conducted by assessors from the Oklahoma Child Care Services (OCCS) using one of three randomly selected tools for assessing program quality. The Program Administration Scale (PAS) is one of the three valid and reliable tools used for this verification.
