Research Project | Evaluation of Arkansas Better Beginnings Quality Rating and Improvement System

In 2010 researchers at the University of Arkansas’ Partners for Inclusive Communities conducted an assessment of the state’s Better Beginnings Quality Rating and Improvement System. The Program Administration Scale (PAS) is one of the required assessments used in Better Beginnings to achieve a quality rating. The evaluation team sought to determine whether the cut scores for the system were meaningful. Better Beginnings’ Levels 1 and 2 do not require PAS assessments while Level 3 requires a minimum score of 4.00. The researchers found that programs scoring lower than 4.00 on the PAS have teachers who are less sensitive, more detached, and less supportive of social-emotional development and have classrooms with lower overall global environmental quality ratings.
