Wisconsin YoungStar is a quality rating and improvement system with 5 star levels to incrementally improve the quality of child care centers, school-based early learning programs, and family child care homes. There are four categories evaluated: Education and Training of Lead Teachers and Director, Learning Environment and Curriculum, Business and Professional Practices, and Health and Wellness. Evaluation of the criteria within the Business and Professional Practices category at levels 3, 4, and 5 are informed by the use of the Program Administration Scale (PAS) and the Business Administration Scale for Family Child Care (BAS). The PAS and the BAS are optional tools for program self-assessment at level 3.
